She wasn't the permanent second-in-command. She was called in when the permanent command failed. That says everything about what kind of problem the party represented.
Background
Xynia Vandree is a priestess of Lolth and warrior of House Vandree. She was not a permanent officer at Velkenvelve — she was brought in specifically after the Forge Wardens escaped, as a high-ranking combat resource to lead or reinforce the pursuit. The fact that Ilvara called for her suggests the party's escape was serious enough to require escalation.
Xynia is the youngest daughter of Fiirnel'ther Vandree — just out of the academy, younger than both Asha and Valera. Her relationship with NPCs/Drow Houses/House Vandree/Asha Vandree is not near-equal — Asha is significantly senior, a full priestess with years of standing at Velkenvelve. Valera, the middle sister, occupies the space between them: more seasoned than Xynia, less entrenched than Asha.
Role at Velkenvelve
Xynia's role at Velkenvelve was reactive: she came in after the escape. Her mandate was pursuit — tracking the party, cutting off their Underdark route, and recovering or eliminating them. She is the one the drow scout reporting chains in C03 were feeding back to, and she is the combat resource Ilvara trusted to run the chase that NPCs/Drow Houses/House Vandree/Shoor Vandree could not close alone.
Encounter with the Forge Wardens
Xynia was not present during the party's initial imprisonment — she was called in after the escape. She became the face of the pursuit. Whether she directly fought any party member during the chase, and what happened, is unresolved.
Personality
Blunt by drow standards. She says what she means, acts on what she says, and finds the elaborate conversational chess of drow politics wasteful — though she is fully capable of playing it when required. She is loyal to House Vandree before Lolth's clergy specifically, which puts her in a different category than true-believer priestesses like Asha. She fights better than she prays, and she knows it.
