Background
Blazethorn Shadowdancer is an agent of the Summer Court, dispatched by Titania to observe Kelvin Fairlight in Neverwinter. The Summer Court has a direct interest in Kelvin: the fae debts accumulated in his name (largely by Roland, the Fey Prince who borrowed Kelvin's identity) have made him a figure the courts want to track, and ultimately bring before them.
Blazethorn's role is observation, not intervention. Titania sent a watcher, not an enforcer — for now.

Blazethorn observed Kelvin during his time in Neverwinter. Whether they made direct contact with Kelvin, or maintained a purely covert watch, is unresolved.
