Force Grey — formally the Gray Hands — is an elite group of adventurers operating under the authority of Waterdeep's Blackstaff, Vajra Safahr. They are called upon when the City Watch is insufficient and the Waterdeep Guard is too visible. Their missions tend to be sensitive, deniable, and dangerous.
Members are not salaried soldiers. They are capable individuals given authority to act in Waterdeep's interests with significant operational independence — and significant expected mortality.

Roland Riel
Roland Riel was dispatched by Vajra Safahr as a Force Grey agent, nominally to escort a shipment to Phandalin. The assignment was below Force Grey's usual mandate — Vajra almost certainly had strategic reasons for placing Roland specifically in Phandalin at that time, though those reasons have never been made explicit.
Roland suspects Vajra intended him to remain in Phandalin and improve conditions there, rather than simply complete the escort. He accepted subsequent orders after the Phandalin arc: escort Nezznar north, then investigate the Icewind Dale situation. He has operated in that capacity ever since.
